An analysis of main factors impacting the efficiency of Petrovietnam’s refining and petrochemical projects
Abstract
The refining and petrochemical sector is one of Petrovietnam’s five core business domains. Most of the projects in this sector are national key projects which require advanced technologies, huge capital and professional labour. Each project has its own complicated features in the implementation of investment as well as in the operation phase. Thus, the efficiency of each project could be very different from each other and/or its feasibility study. This paper evaluates the main factors impacting the efficiency of refining and petrochemical projects by analysing two typical refining and petrochemical projects of Petrovietnam, namely Dung Quat Refinery and Ca Mau Fertilizer Plant, which have finished their investment phases and already come into commercial operation. The authors conclude with recommendations for improving the efficiency of the two mentioned projects and some lessons for new refi ning and petrochemical projects of Petrovietnam in the future.
